BID SOLICITATION & SCOPE OF WORK

The CR/PWS Marketing Association (CRPWSMA) is soliciting bids to contract a vessel and crew for the 2012 PWS Ice Barge Program. This will be the fourth year of the program.

Contract requirements include:

• Provide vessel, crew and related support services for a minimum 40-day contract period (Approx June 10-July 20)
• Serve as an ice staging platform in PWS
• Storage for a minimum of 40 ice totes
• Plan to meet the CRPWSMA’s goal of distributing 400 totes of ice during the contract period

The contractor will provide the following:

• Vessel, crew and related support services
• Cranes adequate for scope of project
• Suitable anchoring system
• Storage for a minimum of 40 ice totes
• Crew quarters and facility for 3 crew-members
• Adequate electrical power for operations
• Electronics for communication, 2 VHF, FFR, CB
• Storage area for fisherman dry, frozen, and cool goods
• Efficient ice delivery system
• Ice tote strapping and lifting system
• Groceries and supplies for crew
• Insurance for vessel and crew
• Full fuel tanks at the beginning of the contract period
• Tracking and reporting system for ice delivery and disbursement

CRPWSMA will provide the following:

• Administrative support for ice delivery from processors and net storage outreach to fleet if requested, reporting and tracking for ice delivery and disbursement
• Additional communication equipment including cell phone
• Fuel reimbursement
• Reimbursement for approved out of pocket expenses incurred during contract

Contract Period

• Operation will be a minimum of 40 days
• Estimated Rig up Start Date: June 1
• Estimated operation start date: June 10 (estimate)
• Estimated operation completion date: July 20
• Option for CRPWSMA to extend contract for up to 6 days.

Contract Payment Schedule

• Contractor will receive $100 upon acceptance of contract
• Payments will be made in four installments on June 15 and 30^th, July 15^th and 31^st.

Bids will be accepted via email at beth@copperrivermarketing.org. Please put “2011 PWS Ice Barge” in the subject line. Bids will be received until 5:00pm AST on Friday, March 9, 2012.

Bids will be reviewed and rated by a committee based on ability to meet contract requirements, bid price and suitability for project.

CRPWSMA is not obligated to accept the lowest bid and expressly reserves the right to reject any and all bids for any reason and to postpone the award of the contract for a period of up to 30 days from the bid opening date.
